A councillor resigns on a Sunday.
The resignation email goes to the Clerk… and to a Chair. Only there’s one tiny problem. The Chair who was copied in wasn’t the Chair of the Council (better known as the Mayor). It was the Chair of the Management Committee instead.
Cue screeching tyres.
The Mystery Van swings into Cantilupe Road. Ted jumps out, straightening his orange neckerchief. Thelma is already cleaning her glasses. Phoebe scans the scene with curiosity, while Scraggy and Snooby remain inside until someone can assure them there aren’t any ghosts.
“Looks like we’ve got ourselves a mystery, gang.”
Clue One: The Window of Opportunity
Ted studies the resignation.
“So… somebody accidentally copied in someone who wasn’t supposed to receive it.”
Snooby tilts his head. “Raccident?”
“Looks that way, Snoob.” Ted pauses.
“But here’s the question…” - he looks around dramatically.
“Did someone see a little window of opportunity?”
“A window to do what?” asks Phoebe.
“To persuade the councillor to change their mind.”
Scraggy scratches his head.
“Like… except it wasn’t the Clerk who tried doing that.”
“Hmmm…” murmurs Thelma. “Interesting” adjusting her glasses.
“What if the Chair of the Management Committee happened to read the email before the Clerk had forwarded it to the Mayor? If so, perhaps someone thought there was time for a little… unsolicited intervention.”
The gang exchange glances.
“Ruh-roh.”
Clue Two: The Time Machine
“Or…” says Phoebe, “…perhaps everything happened perfectly.”
Ted nods.
“The resignation gets passed straight to the Mayor. Job done. Case closed.”
Phoebe disappears through the creaky council office door. Moments later she bursts back in….
“I’ve found something!”
Everyone gathers around.
“Monday morning. 9:50am. That’s when the Clerk forwarded the resignation to the Mayor.”
Thelma smiles.
“Which means that’s the moment the legal effect of the resignation happened. That was it.”
“You can’t un-resign,” adds Phoebe. “So anyone trying to persuade her to afterwards is like trying to squeeze toothpaste back into the tube.”
Snooby nods thoughtfully.
“Un-ressy-impossible.”
Exactly…. unresgination impossible... But something still didn’t quite add up.
Clue Three: The Timeline
Snooby’s ears suddenly stand upright.
“Rimeline?”
Thelma's eyes widen.
“Exactly, Snooby. The timeline.”
Ted strokes his chin.
“We don’t know everything…”
Scraggy joins in.“So… when did the Chair of the Management Committee decide to get involved?”
“Remember,” says Phoebe, “they weren’t supposed to know about the resignation in the first place. They only knew because they were copied into the email by mistake.”
“So why get involved at all?” asks Ted.“That’s the real question” says Thelma.
Ted shrugs, “Perhaps it really was about avoiding the expense of another by-election?”
Scraggy raises an eyebrow and pipes up:
“Or maaaaybe her reasons for resignation might have looked rather awkward for the majority party the Chair was part of?”
Ted nods slowly.
“Possible.”
Ted grabs the Ross Gazette (from July 8th 2026) and reads the resigning councillor’s statement:
“After a great deal of thought, I have come to the conclusion that I can no longer continue in a role where I do not believe I can make the positive difference that our community deserves. I cannot, in good conscience, continue with the way things are being run…
“At times, it has genuinely felt like knocking my head against a brick wall.”
“…It is simply recognising that I cannot be part of something that I no longer believe is working in the best interests of our community…”
Snooby gulps.
Scraggy continues…
“Especially since the councillor who resigned had won the previous by-election by a really strong margin… and yes Ted, upon resigning she publicly said she couldn’t continue with the way things were being run – poor lady, it’s not good”.
Thelma flicks through her notebook.
“It gets stranger.”
The gang lean in.
“It appears the Chair of the Management Committee didn’t approach the councillor directly, they tried to use another poor councillor to do it instead.”
Snooby freezes halfway through a sandwich.
“Rikes!”
“Keeping his hands clean?” muses Thelma? “maybe not, but maybe knowing he would get a cold shoulder?”
“And at a meeting days later when quizzed,” continues Thelma, “remember the Chair of the Management Committee said he did his communication to her in an email.”
“But the councillor says no email ever arrived!”
Ted folds his arms.
“And when the Chair of the Management Committee was also asked whether they’d contacted the resigned councillor by any other means…”
Thelma finishes the sentence.
“…the answer they gave was a very definite ‘No’.”
Silence.
Even Snooby stops chewing.
"Technically correct? Or a strange bit of amnesia?" says Phoebe, with her hand to her chin.
Suddenly… Somebody accidentally sits on the television remote.
BBC One appears.
It’s a 1970s Benny Hill repeat.
The Music Starts....
Perhaps nobody was plotting anything.
Perhaps nobody delayed anything.
Perhaps they were simply charging around the council offices with completely different versions of the rule book.
The Chair of the Management Committee dashes through one door.
The Clerk disappears through another.
Someone waves a resignation letter.
Someone else waves a procedure manual.
Nobody appears to read either.
Benny Hill rolls his eyes knowingly into the camera before disappearing at double speed.
Time to Unmask the Villain…
“So…” says Ted. “What actually happened?”
“Was there really a carefully spotted window of opportunity?”
“Was somebody trying to shut the stable door after the horse had legally bolted?”
As every Snooby-Clue fan knows, this is normally the point where the villain is unmasked.
Except this time…
…there doesn’t seem to be an obvious villain…
There is, however, a Chair of the Management Committee who seemed to become rather allergic to questions when asked what exactly they thought they were doing.
Readers may remember this is the very same Chair who, during the previous by-election, decided there would be no polling cards in a corridor chat with the Clerk. The Clerk has no decision-making powers, and no other councillors were asked – and this Chair wasn’t exactly thrilled when that decision was questioned either.
Oh, and as luck would have it, that was the very same by-election in which the now-resigned councillor was elected.
Maybe nobody would have noticed if it wasn’t for you meddling kids?
The Mystery Van disappears into the distance…
…leaving behind one mystery that still hasn’t quite been solved.

Like every good Snooby mystery, there are always a few deleted scenes…
In one particularly memorable outtake, the Chair of the Management Committee appeared to be completely baffled as to why the councillor had resigned. Ted recalled how joining him was another councillor from the same political group, who also seemed to have misplaced the answer to that non-mystery.
Quite the puzzle!
All this, despite the reason having already featured on the front page of the Ross Gazette, complete with the memorable quote:“I cannot, in good conscience, continue with the way things are being run” - and when the second councillor was asked if he’d like to hear that statement read out, his answer was a firm, “No.”
"An interestingly incurious approach" mused Thelma, "...when offered a reminder of the reasons, simply decline to hear them".
But wait… there’s another twist.
Ted pulled a puzzled expression, "If the Chair of the Management Committee genuinely had no idea why she had resigned, (and he is so prominent in the running of very Council that she was so unhappy with the running of), it raises questions about the cajoling of another poor councillor to approach her instead of doing it himself?"
"Could it be maybe he knew quite enough about her reasons to know he'd get the cold shoulder?" Scraggy piped up.
"Sounds like a plausible theory", Phoebe said before continuing... "remember gang, when the reasons were put to him in a meeting a week or so later, this Chair seemed to say he knew nothing of those kinds of reasons for resigning, despite it having been all over the paper and social media! - he said he thought it was all about her workload, a very poor guess which wasn't the case at all."
Well, either this really was the greatest mystery Ross-on-Wye has ever seen…
Or, perhaps these Councillors already knew where the clues were leading?
